The party Secretariat is the central administration unit of the party. It is headed by the Secretary General under the general supervision of the Party National Chairman. It is composed of both appointed staff approved by the National Council, and volunteers who implements day today activities of the Party. The secretariat works closely with the National Executive Committee of the Party.
The district offices will be the coordination unit to oversee the operation and mobilisation in the district. The personnel in the district coordination units are not politically elected but appointed by the Secretariat. These shall include

2. Administrative Assistants, and any other staff once deemed necessary by the Secretariat.

The two will be assisted by county representatives.
Once fully established the district coordination units shall work directly with the Constituency Executive Committees and the Sub County/Division Executive Committees, in coordinating of the party activities. While in areas of mobilisation and policy issues, the lower units are linked by the next higher organ in the Party structure.

Elective positions at grass root levels.
Election at Parish/Branch level.
Art. 19 of the Party constitution provides for a Party branch formed at the Parish/Ward level consisting of a minimum of 20 registered members.
Elective positions at branch level are provided for in Art. 18 (3), and these are;
- Chairperson
- Two Vice chairpersons (Man and Woman).
- General Secretary.
- Assistant Secretary of opposite sex to 3 above.
- Treasurer.
- Two representatives of women elected by the women.
- Two representatives of youth (Male and Female), elected by the youth.
- Two elders (Male and Female), elected by the elders.
- Two representatives of people with disabilities (Male and Female) elected by the PWDs group.
Note: Total number of Branch (Parish) Executive Committee members is 14 as listed above.
Election of Sub-County Executive Committee.
For Sub-county Executive committee to be elected, all members of the already formed branch/ Parish executive committees in that sub-county must come together in what is referred to as the sub-County Council, provided for in Art. 17. They together from amongst themselves elect the following members that form the Sub-County Executive Committee.
- Chairperson
- Two vice Chairperson (Man and Woman)
- General Secretary
- Assistant General Secretary/ publicity of opposite sex to 3 above
- Treasurer
- Two representatives of elders (Man and Woman)
- Two representatives of persons with disabilities (Man and Woman)
- Women Chairperson
- Youth Chairperson
- One other youth of opposite sex to 9 above.
Note: Total number of Sub-County Executive Committee members is 13.
Election of Constituency Executive committee members.
For constituency executive committee to be elected, all members of the already formed Sub-County executive committees in that constituency must come together in what is referred to as Constituency council provided for in Art. 15. They together from amongst themselves elect the following members that from constituency Executive Committee.
- Chairperson.
- Two Vice chairpersons (Man and Woman).
- General Secretary.
- Assistant General Secretary/ Publicity of opposite sex to 3 above.
- Treasurer.
- Assistant Treasurer of opposite sex to 5 above.
- Chairperson Women League.
- Youth Chairperson
- General Secretary Youth League of opposite sex.
- The representative of persons with disability elected by the PWDs council
- An elder elected by the council representatives of elders.
Note: Total number of Constituency Executive Committee members is 13.
In addition to the Sub-County Chairpersons, 11 people, provided for in the Constitution qualify as Delegates to the National Delegates Conference that elect the National Executive Committees.
